Police Detective Scott Duff acted in ‘self-defense’ by firing at Frank Foss Jr. twice after Foss did not surrender to police and pointed a gun at Duff, according to the Office of the Maine Attorney General report.

Litchfield man indicted on charges he kidnapped, assaulted woman in Chelsea
